Which of the following most accurately describes the problem?

Using the truckstop to park up truc'Ks could ease the congestion caused by Felixstowe Port closures, says its owner. Chris Tindall reports.

THE OWNER OF Orwell Crossing Lorry Park is willing to assist Suffolk Police by offering his land free of charge for the stacking of vehicles whenever Felixstowe Port is forced to close.

Karl Rout says his site could provide up to 600 spaces for trucks stranded when the port closes due to 'wind-offs'. He has already spoken to the police about his idea and says only planning permission stands in his way.

Rout's offer comes as CM discovers that an as yet unpublished report commissioned by the Highways Agency (HA) into Operation Stack in the county recommends using the old A45 near Levington and the Al 2N Foxhall to Levington as alternatives to the A14 for parking vehicles.

However, the report also suggests that the longterm solution is to create a dedicated truck park, because additional areas for temporary parking-up are limited.

"The location would ideally be east of A14 J58 Levington Interchange and preferably within Port of Felixstowe grounds to reduce the impact on the trunk road network," says the report.-If located on the trunk and county network, funding issues would need resolving."

It estimates it would cost Ā£750,000 to buy land and construct the park, an amount Rout questions. -It's really no cost whatsoever," he says.

He also raises concerns about the use of the two A-roads. "The constituents will go ballistic when they find out about the A 12N stack. And the old A45 will keep the local criminals happy: there's no lighting on that piece of road and no manpower for security."

Suffolk Police were unable to comment as CM went to press: the HA will make an official announcement shortly.
