Which of the following most accurately describes the problem?

• The Vehicle Inspectorate is boosting the effectiveness of its roadside checks with the acquisition of 13 Mobile Roller Bake Testers (MRBTs).

This follows almost two years of trials of the systems, which were provided by equipment manufacturer Gemco.

The MRTBs will enable vehicle examiners to detect brake defects at the roadside which would otherwise have escaped unnoticed.

Funding for the £600,000 worth of new equipment is coming as part of the £3m promised by Chancellor Gordon Brown in his March Budget to help target rogue operators (CM5-11April 2001).

Initially the VI will be taking four MRTBs with the rest to follow later in the year. Each system wilt be shared between two of the VI's operational areas.
