Which of the following most accurately describes the problem?

ARTHUR JACOBS, of Hampshire, is one of the few county surveyors to have a good word to say for heavy lorries. Mind you, their virtues, as he sees them, seem to be limited to road rolling!

He urges "stop and go" men on road repair sites to choose a slow heavy lorry to head the first column of vehicles over a newly repaired surface. "The first traffic over a new stretch of road will affect it for ever," he says. "The longer the queue and the slower it moves, the better."
