Which of the following most accurately describes the problem?

Glasgow, in a circular letter addressed to commercial-vehicle operators in his district, states that a Bureau of Information has, been created at his office for the purpose of making the greatest use possible of all available road transport. The purpose of this Bureau is to put operators requiring additional transport in touch with operators who have transport not fully employed, and so far as possible, to place transport available for hire on duties for which it is best suited.

Operators who have vehicles for hire are requested to communicate with the D.T.O. not later than 6 p.m. on any week night and 1 p.m. on Saturdays on the day before the vehicles are available. Operators who require additional transport for work of national importance, should make their _needs known in the same manner.

Normally, the vehicles will be employed, on local haulage, and when so employed, payment will be on a carrying capacity-time basis, at the rates " currently approved by the accredited transport associations, less 5 per cent, for monthly settlement." It is emphasized that this notice applies, generally speaking, to all mechanically propelled vehicles being operated under A, A Contract, B or C licences.

This latest example of the interference of the Ministry officials in matters which are the concern of operators alone is deeply resented throughout the industry. It is felt that the Ministry is encroaching more and more on the preserves of the industry:and that without any justification or need. For work of this kind there are already organizations existing within the industry itself, willing to and capable of dealing with such problems, given the opportunity.

We are positively assured by Mr. Hamish MacDougall, secretary of the Scottish Carriers' and Haulage Contractors' Association, that his Association condemns this action on the part of local D.T:O.s. We shall make editorial reference to this and related matters in a subsequent issue,
