THE LONG-AWAITED consultation paper on the modernisation of the 0-licensing system and fees is nowexpected to be published within the next two months.

The paper was anticipated earlier this year, but was delayed as a result of the General Election.

The Department for Transport's 0-licensing branch has told CM that the paper is now likely to be published by the end of November.

David Meredith, head of the 0-licensing branch, explains that it will include proposals to modernise the way the 0-licensing system is administered, including a review of the way fees are paid, with steps to simplify vehicle testing.

"We will be looking at a number of options about administrative procedures in the 0-licensing system," says Meredith.

However, C714 has learned that moves to create a single Traffic Area for big fleets are likely to he replaced by alternative proposals, which will remove the need for primary legislation. Senior Traffic Commissioner Philip Brown has stated in the past that there are many arguments "for and against" the proposals to move to a single area.

Sources suggest that there are plans to route all licence applications through the Leeds office, but this is likely to spark concerns about a possible decline in the level of scrutiny as government pressure to hit targets could encourage VOSA staff to simply tick boxes.
