THE LOAN OF 0-licence identity discs and drivers' hours offences have cost two Essex hauliers and two drivers more than £4,000 in fines and costs, Stephen Dale, trading as A to Z Transport, of Harlow, pleaded guilty before the town's magistrates to five offences of using an 0-licence identity disc with intent to deceive, four offences of unauthorised use, seven offences of permitting drivers to take insufficient rest and three offences of taking insufficient rest. He was fined £2,300 with £250 costs.

Philip Brough, trading as Lanbro Transport, of Harlow, pleaded guilty to five offences involving the loan of 0-licence identity discs to Dale. He was fined ,000 with £250 costs. Driver Sean Harknett, of Taylifers, Harlow. pleaded guilty to five offences of taking insufficient daily and weekly rest. He was fined £325 with £50 costs. Lee Brace, of Carters Mead, Harlow, pleaded guilty to one offence of insufficient daily rest. He was fined £100 with £110 costs.

Anthony Ostrin, prosecuting for VOSA, said the offences came to light after traffic examiner Claire Hall stopped a vehicle being driven by Harknett,who said he was working for Brough.

Analysis of a number of tachograph charts relating to all four defendants revealed rest infringements It was found that Brough had lent his 0-licence to Dale, who was operating as a sole trader using Brough's licence.

Brough said he had a long-term relationship with Dale,but at the time he had insufficient work to use all his vehicles and lent his vehicles with licences to Dale. He accepted that what he did was wrong.

Dale said he had obtained work, but did not have a licence so he had borrowed the trucks
