Which of the following most accurately describes the problem?

POLICE AND local residents have succeeded in blocking one of two new operating centres sought by a Worcestershire operator.

Terry Jacobs, trading as Midland Turf Supplies. holds a licence for three vehicles. He appeared before West Midlands Deputy Traffic Commissioner Roger Seymour to apply for two new operating centres: one at Longmeadow, Gorcott Hill, Beoley: the other at Swan Farm, Upton Warren, Bromsgrove.

The Beoley site was opposed by the police on road safety grounds and there were similar representations from neighbouring residents, who also complained about noise and vibration. There were allegations that Jacobs was already keeping vehicles at the site overnight.

PC Latham of Warwickshire police said the site was on a country lane, which was a no-through road and the entrance and exit was at an acute angle to the road. Heavy vehicles leaving the site would have to encroach onto the opposite side of the carriageway. He agreed that vehicles could be reversed in and out of the entrance using a small area of hard standing in the verge in front of the entrance, but told the TC he was concerned about the danger this would cause, particularly in the vicinity of a nearby school.

Jacobs said he grew and cut turf at Longmeadow and also stored turf there. He was currently seeking planning permission to keep HGVs at the site.

There had been no complaints until he lodged the planning application. While he could keep his vehicles at Swan Farm, he would prefer to use Longmeadow because it was more secure and reduced his fuel costs.

He refuted the suggestion that vehicles were kept there overnight on a regular basis, saying it had only occurred on two or three occasions.

The DTC decided there was a significant and unacceptable risk to other road users, particularly because at certain times of the day there might he schoolchildren in the vicinity.

Gorcott Hill was a very quiet residential area with no through traffic and the movement of HGVs was therefore likely to be particularly noticeable.
