Which of the following most accurately describes the problem?

• Swanseabased Arthur & Morgan has won a bid to change its operating centre, and increase the authorisation on its licence, despite opposition from Lliw Valley District Council and 15 neighbouring residents.

The firm had applied to move from Killay to Victoria Road, Gowerton, increasing its licence from five vehicles and six trailers to seven vehicles and 12 trailers.

The hearing had previously been adjourned when partner Peter Morgan maintained that a conviction for using an improperly taxed vehicle had been quashed (CM 8-14 September). Morgan Satisfied South Wales Deputy LA Alan Bourlet that this was the case.

Lliw environmental health officer Andrew Phillips said the entrance to the proposed operating centre was opposite houses whose residents would suffer from the sight, sound and smell of trucks. The council asked for conditions restricting the time vehicles could enter and leave and specifying where they could be parked.

Morgan said that the site had planning permission as a haulage depot since 1975. He agreed that vehicles would be operating 24hours a day as much of the firm's work involved time-sensitive foodstuffs

Questioned about prohibition notices, Morgan said that as the company had been without a maintenance base things had been in limbo with trailers not returning to base. This would be resolved at the new premises.
