Which of the following most accurately describes the problem?

• Transport firms are being offered access to a national, next-day distribution network which will help small operators who find it difficult to make a realistic margin on long-distance part loads.

The scheme is the brainchild of three hauliers in Purfleet, Sheffield and Glasgow. The trio, A&J (Grays), Hallam Freight and Surefast, handle each other's deliveries in their own region, using a Sheffield hub. Now they plan to extend the operation by recruiting compa nies in the South-East, South Wales, the Midlands, East Anglia, the North-East and in northern Scotland. They want to recruit around nine hauliers, increasing their total fleet to 160 trucks in 18 months.

The ideal recruit will have about 10 trucks, says John Papworth, managing director of A&J (Grays), who formed the venture with Hallam Freight two years ago—Scottish haulier Surefast joined in February.
