Which of the following most accurately describes the problem?

Bradford has been an oasis of crew operation, with only 15 per cent o-m-o until the latest changes, whereas in Leeds around 90 per cent of services are operated with o-m-o buses.

According to the PTE, its costs in Bradford have been "higher than need be" and the increase in o-m-o will save the PTE around £300,000 in a full year without any redundancies being created. It will help preserve the fares freeze which has kept fares unchanged since November 1980.

The changes have been accompanied by the introduction of no-change farebox fares col lection, publicised as QuickFare, to the Bradford routes. A publicity campaign, with 100,000 leaflets and fares tables on 1,000 bus stops, was operated to make the change as smooth as possible.
