Which of the following most accurately describes the problem?

SEVEN drivers and a haulage firm were fined a total of £1,500 by Felixstowe magistrates on October 1 for 53 tachograph offences.

The offences, all of which were admitted, came to light after a routine investigation of the records of the haulage firm, Square One Transport, of Halesworth, Suffolk.

Graham Consitt, prosecuting for the Department of Transport, said charges involving four of the drivers related to "ghost driving" — using a false name in the cab to lengthen illegally the time spent on the road.

Mr Consitt said ghosting was an almost untraceable offence except when discovered in checks by the DTp.
