AS OPERATORS look forward to cost savings from Vosa's changes to its testing fee structure, the Freight Transport Association (ETA) and the British Vehicle Rental and Leasing Association (BVRLA) agree that the leasing industry will suffer.

On the back of Vosa's latest consultation to revise fees,reducing the cost of testing away from Vosa premises and merging 0-licence and annual test fees, the BVRLA is incensed that for the first time, those who don't have an 0-licence and those with trailers will have to pay enforcement costs.

John Lewis, director general for the BVRLA, says: "These changes may save operators time and money, but only at the expense of the rental and leasing industry. Vosa and the Department for Transport (DfT) expect us to recover the additional costs through increased hire rates."

According to Vosa. 340,000 FIG Vs and trailers don't contribute to enforcement funds, so by making them and by merging fees, it is estimated that operators could collectively save .11..Sm per year in smaller administration costs,
