Which of the following most accurately describes the problem?

TUTS COACHES LTD., Herndon, Northants, are operating for an experimental period of three months the first fully subsidized country bus service in Northamptonshire. The service is a Fridays only (market day) service between Helmdon and Brackley, the fivemile route passing through the village of Radstone (pop. 73) which, it is claimed, has never before enjoyed public transport.

Northamptonshire is one of the areas chosen by the Ministry of Transport for its pilot schemes involving subsidized rural bus services. In this case it is Brackley Borough Council which guarantees to make good the difference between the takings on the service and the actual operating costs. On the first day of operation, last Friday, 10 passengers were carried each way, and the fares paid amounted to £1 3s. 8d. Jeffs Coaches already run market day services between Weston and Northampton (Wednesdays and Saturdays) and between Towcester and Banbury (Thursdays).
