Which of the following most accurately describes the problem?

"The Mayor and TfL launched a Cycle Safety Action Plan earlier this year that highlights the actions we are taking to improve the safety of the thousands of Londoners taking to two wheels, and more specifically the issue of collisions between cyclists and HGVs. These include working with the freight industry to avoid deliveries at peak times on main cycle routes, providing HGVs with warning signage and safety mirrors, and investing in cycle safety campaigns. We will also continue to work with the Department for Transport to encourage the inclusion of cycle safety training as part of the Driver CPC training.

"Last year, we also developed a five-minute cycle safety training film that can be viewed at www.tfl.gov.uk/cycling — it gives safety tips and advice to cyclists and drivers of goods vehicles on how to behave safely around each other. TfL also provided £3m funding for cycle training for Londoners of all ages.

As part of the introduction of the Cycle Hire scheme, around £1.5m will be spent on safety measures, including installing advanced stop lines at junctions, improving lighting and CCTV, and providing cycle training to the London boroughs that the scheme will operate in."
