Which of the following most accurately describes the problem?

Please find enclosed a newspaper clipping from the Daily Nation regarding the fuel tax in Jamaica. At least the Jamaican government did relent a little towards the plight of the people. It's a pity the British Government did not do the same. but should the road transport industry gain more support from the general public there might be a chance in succeeding.

If the transport industry could get a 100% all-out strike I wonder how long it would take for the Government to give in However, this would never happen due to the financial commitments of those hauliers not financially stable enough to have their cash flow stopped as a result of strike action, And don't forget Joe Bloggs, waiting on the fence to jump at the chance to benefit from other people's misfortunes.

I await with interest the next copy of Commercial Motor to come through the door, and hope it brings some good news regarding the above matter.
