A North Wales owner-driver who used a pin to draw traces on his tachograph charts has been ordered to pay .81,000 in fines and costs.

When Corwen-based Robert Bryn Roberts appeared before the Llandudno magistrates he pleaded guilty to 26 charges of falsifying tachograph records.

Prosecuting for the Vehicle Inspectorate, Peter Egan said that an inspection of Roberts' charts for January-August 1998 showed discrepancies so a further investigation was carried out. When Roberts was interviewed he said he was contracted to deliver construction materials for Tarmac Quarles. He admitted tampering with the traces by scribing on his charts with a pin to gain an extra few minutes on his breaks.

For Roberts, John Parsons said he had worked for Tarmac for 25 years. h the period concerned he had driven for 6,503 miles. of which only 88 miles were not recorded. Roberts' average speed had been 30mph, which showed he had not been speeding to get through his work. At the time of the offences the quarries Roberts collected from had cut their opening times from 06:0017:00hrs to 07:30-16:30hrs.

Parsons pointed out that Roberts had broken the 4.5hr driving limit only four times. The degree of over-hours driving was very small and as much as two hours out of a nine-hour shift was spent waiting in the quarries to load.

The magistrates fined Roberts £960 with .240 costs.
