Iwo weeks ago, after reading 'resident Carter's speech about mergy conservation, I >uggested that the Americans ;ould save a lot of fuel by oack-loading. I wonder if Jimmy got round to reading it.
Apparently the European 2ommunities Commission has Ilso been taking notice of the . 'resident's call. I'm told that it -nay well revive Community Merest in proposals for a omprehensive energy strategy yf its own which have been oefore the Council of Ministers or two years. The major objective is to reduce the EEC's
dependence on imported energy by the 1980s.
During the past two years, together with expert groups, the Commission has been examining the possibilities of energy saving in 22 sectors. But there has been little sign of savings within individual government administrations. They had better wake up. Targets were set in 1974 to be met by 1985. And for transport the aim is for a 15 per cent fuel savings.
If we keep bumping up the tax, the 15 per cent target will be chicken feed.
