NEW RULES on sub-contracting have been drawn up by the Road Haulage Association to help keep rates low and security high, according to vehicle security committee chairman Jack Brown.

The new code means that hauliers subscribing to it will make sure that their sub-contractors are also members of the RHA and have security precautions similar to those operated by the haulier. Under the code all transactions will be within the RHA conditions of sub-contracting and they insist that the haulier who is doing the hiring should have prior knowledge of the credit rating and insurance cover of the haulier he hires.

Collection orders from the original haulier should be presented to the customer when the sub-contractor picks up his load,and this would include the registration number and name of the sub-contractor and a description of the load.

Hauliers must, under the code, make sure that the security of the man they hire is as good as their own and that he will give a good service.

Security committee chairman and Atlas Express chairman, Mr Brown said: "Subcontracting is a very necessary practice in road transport operations as without it many hauliers would find it difficult to keep their freight rates low," he said.
