Which of the following most accurately describes the problem?

WHEN Harold Barlow, retired haulage contractor, 52 Station Road, Pilsley, near Chesterfield, was fined £45 at Leeds City Court for making false statements in licence applications to the Yorkshire Licensing Authority, penalties for aiding and abetting were also imposed on Dennis Boot, snr., haulage contractor, Wessington, near Chesterfield, who was fined £75.

In addition, Boot was fined £5 for , using a vehicle for hire or reward without a carrier's licence, and was ordered to pay an advocate's fee of £10 10s. and El Is. 6d. expenses.

It was stated by the prosecution that Barlow held an A licence, for one vehicle and a B licence for another. He was employed in the haulage of miners' home coal until he retired from business in March, 1954. The National Coal Board took over this haulage work, so Barlow had two vehicles but no business to dispose of.

He sold the vehicles for £250 to Boot, who operated them although the licences were still held by Barlow. When applications were made for variations in the licences, for the purpose of vehicle replacements, the applications were blade in Barlow's name.
