Which of the following most accurately describes the problem?

AT a meeting in Leeds, last week, the National Joint Industrial Council for the Passenger Road Transport Industry accepted the Arbitration Tribunal's interpretation of the pay award to bits and tram men (an extra 7d. an hour for all work done after I p.m. on Saturdays in certain circumstances), made by the Tribunal in February. The interpretation was asked for by the Municipal Passenger Transport Association.

The Tribunal's interpretation of the award strictly limits the scope of the pay increase for work on Saturdays after 1 p.m.

First, it rules that the granting of 7d. per hour extra to employees whose duties are scheduled on a six-day roster in every pay-roll week means that this additional pay is not applicable to those working an 11-day fortnight—five days • in one week and six in the next. Secondly, it declares that the extra 7d. per hour does not apply to work for which employees are already paid at overtime rates.

In trade-union circles the feeling is that as a result of the Tribunal's interpretation the employees gain very little from the award. It is hinted that in consequence a new application for extra pay on Saturdays may be lodged shortly.

"Make State Bus Plan Irresistible"

To the Northern Regional Council of the Labour Party, the scheme for State ownership of road passenger transport in the north would seem to be an accomplished fact, despite the strength of local opposition.

At its annual conference at Newcastle recently it issued this appeal to Labour and trade union members: " Use every technique to make sure that national ownership of road passenger transport services in the north is such a success that it would he impossible for any Government to resist its expansion throughout the country."

A resolution to this effect, passed at the conference, also "urged the executive to give the greatest measure of democratic control, and so imbue the workers with the outlook necessary to achieve efficiency and success."

A bus driver told the delegates that the workers in the industry were eagerly looking forward to the experiment in the north-east. "if we can make it a success," he said, " it will be of great propaganda value."
