Which of the following most accurately describes the problem?

THE ONLY TRANSPORT cafe for truck drivers on the A55 in Wales says it cannot expand because the Welsh Assembly claims it is in the wrong location.

Billy Jeans Transport Cafe, near Pentre Halkyn. has been providing drivers with food and a safe area to park up overnight for more than 20 years, and its regular customers include nearby quarry hauliers as well as Irish drivers. But cafe owner Phillip Parry says his expansion plans have not received any support, despite a severe lack of facilities for drivers in North Wales.

The 0.75-acre park has room for around a dozen overnight parking spaces; Parry wants to double the site's size and install showers and toilets. But when he approached the Welsh Assembly for funding, he was told there were access issues and the location was unsuitable for a lorry park.

Parry says: "A highways representative told us there was a pot of money to set up an overnight truckstop, but we weren't in a location to get it."

The Welsh Assembly was unable to comment as CM went to press.
