Which of the following most accurately describes the problem?

FOUR lorry drivers who are keen CB men started a club in June 81 in the Bruce Hotel, Stirling. Today the club stands at 250 members and is still growing. Part of the reason for success is that they have given up every third Saturday in the month to meet. I think they've also given up talking CB funny-talk.

Donald Johnston, the chairman, tells me that they have had lectures from the police (who hasn't?) and vehicle examiners, and have watched a road safety film and are now planning road safety competitions. They are also entering this year's CM Lorry Driver of the Year competition. So there you are you Scottish secretaries — 250 ready-made competitors who hail from Aberdeen to Ayr and Oban to Kirkcaldy.
