THE North-Western Traffic Commissioners have told Blackburn Borough Transport that it wants the local authority to give passengers on its bus services either change or change-vouchers. The Commissioners warned that they might impose conditions on the authority's road service licences.

In March 1981, the Commissioners were notified by Blackburn that it was proposing to go over to a no-change fares system. Change-vouchers would be given to passengers.

Later in the year, the Commissioners received several complaints from the public that such vouchers were not being given. When the matter was put to Blackburn it replied that it had only been its intention to give vouchers during the first month while the public became familiar with the new system. After discussions with the Commissioners, Blackburn agreed to reintroduce change vouchers.

However, that decision did not find favour with the union at Blackburn's main depot, and the drivers refused to comply with it. The Commissioners granted time to sort the matter out, but little progress was made. The Commissioners will probably hold a public sitting on April 6 to consider any representations about their proposal to impose a condition on the licences.
