Which of the following most accurately describes the problem?

THE Minister of Transport has disI missed three appeals against decisions of the Northern Traffic Commissioners. O.K. Motor Services Ltd., J. Jewitt and Son. J. and W. Shaw Bros. and G. and W. Summerson all appealed against the grant to Wilkinsons Motor Services Ltd. of a road service licence variation to extend an authorized stage carriage service between Spennymoor and Stocktonon-Tees to Willington.

Jewitt and Son also appealed against the refusal of their application for a modification of their road service licence, t-16 authorizing a stage carriage service between Spennymoor and Page Bank, to extend the service to Willington via the Page Bank Bridge. The Minister was not impressed by the evidence of need and the suitability of the route.

J. and W. Shaw Bros. also appealed against the refusal of their application for a variation of their road service licence authorizing a stage carriage service between Byers Green and Spennymoor, to extend the service to Willington. Again the Minister could find no reason to reverse the Commissioners' decision.
