A PROPOSAL that it should be made PA. obligatory on the part of the Minister of Transport to consult the highway authority concerned before approving the passage of abnormal loads over roads for which that authority is responsible. is being put to the County Council's Association by Leicestershire County Council.

It is also proposed that expenditure incurred by local highway authorities in supervising the movement of abnormal loads should be met by the hauliers concerned.

The council's highways committee is concerned that under existing legislation the Minister of Transport has power to authorize the movement of heavy loads without prior consultation with the appropriate highway authority. The committee considers that such consultations are essential so that suitable routes can be, planned in advance.

According to the committee, regulations made by the Government provide that the owners of heavy transport vehicles must notify local highway

authorities when loads of excessive weight, width or length are routed along roads for which they are responsible.

Approximately 42 loads per week are routed through Leicestershire and this number is increasing. Each time a heavy load passes through the county, a measurable amount of additional work is caused in the county surveyor's department, and in certain instances it is necessary for an engineer to accompany a load through the county to ensure that if any damage is caused to carriageways or bridges, details can be taken at the time.
