Which of the following most accurately describes the problem?

AiSUM of £45,000 a year could be saved by Bolton Transport Department if there were changes in internal administration and services on five routes were reduced, a firm of industrial consultants have found. Their first interim report was approved by the general purposes committee last week.

The report stated that whilst all but two of the local services ran at a loss those operated jointly with other undertakings showed a profit. There was no apparent reason for differences in the quality of service on various routes. and in manyinstances services were provided in excess of demand.

Savings of £25,000 a year could be effected by services on five routes, and a further £20,000 could be saved by revised internal arrangements now being put into effect. A more economic basis of service was required along the different routes, for each had "evidently grown up on its own."

Any increase in fares, said the report, should be imposed on the longer journeys costing 2+cl. or more. The total weekly loss on local routes was £2,043.

It was fundamentally wrong.to accept the principle of linked services. A more detailed control of overtime and standby payments was required. Fuller use of garage staff on the road at peak times and a reduction of day-off working and stand-by would save about £8,000 a year.

Maintenance and fuel costs of 41 buses fitted with torque converters were much higher than those of vehicles of equivalent age incorporating orthodox transmission systems.
