Which of the following most accurately describes the problem?

ASERIOUS position has arisen in Lancashire, and it concerns all public-service-vehicle operators, says the report of the C.M.U.A. Preston area committee, prepared for presentation to the annual meeting last night (Thurs

day). • Lancs County Council has obtained an Order under the Road Traffic Act, 1930, setting out the roads which may he used by public service vehicles. From the outset, the Preston committee has led the opposition to the granting of this Order. A public inquiry is to be held, before which operators' considered objections will be submitted.

The council does not intend to erect signs to show which roads may, or may not, be used, and the difficulties of drivers from other parts of the country can well be imagined.

.Representations are also being made with a view to obtaining a variation of Section 19 of the 1930 Act, so far as it refers to contract-carriage and excursion and tour work. The suggested variation is: " That, provided the driver of a contract carriage or express carriage which is used for the conveyance of passengers at return fares only, is able to have at least four consecutive hours' rest at his destination, then the period of eight ,hours' rest shall be allowed on three days a week, of which two may be consecutive."
