Which of the following most accurately describes the problem?

• Former Liberal leader Sir David Steel is asking trade associations and hauliers to help gather information on fly tipping, which he fears will increase with the Government's new landfill tax.

Steel intends to table a parliamentary question to Environment Secretary John Gummer asking him to spell out how he plans to prevent such an increase in fly tipping when the tax is introduced in October.

Under the new tax waste will be charged at up to £7 per tonne, in some cases adding up to £100 extra per load for skip and tipper operators (CM 2-8 May).
