Which of the following most accurately describes the problem?

• Intermodal freight services through the Channel Tunnel have grown significantly more reliable over the past three months, according to railfreight users.

The pressure group Alliance for Channel Tunnel Railfreight says 86% of the 164 trains in April arrived on time (compared with 50% in February); another 13% arrived within three hours of schedule.

But the ACTR fears that Railfreight Distribution, which is soon to be privatised, will dominate Britain's rail routes to the Channel Tunnel unless the rail regulator allows more access for competitors.

Eurotunnel reports that 950,885 tonnes of railfreight was carried in the first five months of 1996: double the 1995 figure.
