Which of the following most accurately describes the problem?

applicants for 1-'k inclusion in the Road Haulage Association's directory of long-distance hauliers will be considered by the longdistance hauliers' functional group on Tuesday. Only operators who have signed the group's code of conduct will he admitted to the directory, which will probably be published in August and made available to transport users.

A subcommittee of the group continues to try to compile a rates guide and met again last Friday. The aim is to produce a table of rates for specific journeys, tonnages and mileages. It would take account of current levels of rates in individual areas, allow for local conditions and differentiate between directions of travel between certain towns.

If the guide is finally approved by the group, it is expected to be for private circulation to members. Reasonable adherence to it would be a term of the code of conduct.
