FOR the first time in his 41 years as South Wales Licensing Authority, Mr. C. R. Hodgson on Tuesday called a haulier before him to show cause why his licence should not be suspended or revoked. He removed two vehicles from the licence of Mr. Frederick John Edwards, Freystrop, near Haverfordwest, who owns five lorries.

Mr. Hodgson said that when Mr. Edwards applied for a licence variation last December he gave him a strong warning because be was not complying with the conditions of his licence. An investigation followed, as a result of which Mr. Edwards was convicted at Haverfordwest magistrates' court last February on 12 counts of using a vehicle without a carriers' licence. Sixty-six similar offences were taken into consideration.

Mr. J. F. Johnson (for Mr. Edwards) said he realized the gravity of the matter and was prepared to take whatever came. A mitigating fact was that the offences occurred in a restricted area around Haverfordwest.

Mr. Hodgson said he had never yet known a penalty imposed as the result of a prosecution to outweigh the financial gain which the operator had obtained by breaking the licence conditions. In fairness to other operators he had to take action, which meant a heavier penalty than the magistrates normally saw fit to impose.

"This applicant," said Mr. Hodgson, "has openly defied the conditions of the licence he holds. Let this be a warning to all licence holders in the South Wales Traffic area."

"ARTIC" CASE CONTINUES

A,N application by Messrs. G. Hill and Son, Crewe, to add four articulated outfits to their A licence was adjourned by the North Western Deputy Licensing Authority on Tuesday. It is intended to take four vehicles serving Minsull, Ltd., Northwich, off C-hiring margin as these customers regarded this method of using vehicles as "a nuisance."

The case first came up before the Authority at the end of last year (The Commercial Motor, December 13, 1957). This week, the last witness for the applicants was called.
