Which of the following most accurately describes the problem?

THE North Western Traffic Commis' sioners' proposals on linking operations on passenger services (The Commercial Afotor, March 21) have be partially confirmed by the Commissioners' decision published on Wednesday. At the hearing it was stated that more than 700 operators would be affected by them.

With regard to Clause 6—"Any vehicle used on this service shall not at any one time carry passengers to more than one of the authorized destinations unless otherwise specified in schedule 2 "—the Commissioners say there is a case for attaching it to most excursion and tour primary licences. However, licence holders are to be given the opportunity of satisfying the Commissioners that the condition should not be attached to a particular licence, or that exceptions to the clause in respect of particular destinations already authoriZed under licences should be made.

Applicants who consider they should be authorized to link separate destinations on a licence, because they have done so in the past, have to provide evidence to that effect before July 8. They must name destinations linked during the past 12 months, with details, if possible, and the number of passengers to each place on each day. This arrangement does not apply to authorized circular excursions, extended tours including hotel charges, and destinations specifically linked under a licence.

The Commissioners will not proceed further, at present, with Clause 7—" a vehicle used on the service authorized by the licence shall not at the same time be used under any other licence "—although it may be necessary to deal with specific cases on renewal.

They do not retract from the view they have taken that linking of what have been described as catchment areas on separate excursion and tour licences. whether these licences are held by one or several operators, cannot legally be undertaken, unless the licence has specifically authorized such linking.

.P.S.V. EQUIPMENT RULES CHANGED

CHANGES in the regulations dealing with the carriage of inflammable or dangerous substances, fire extinguishers and first-aid equipment on public service vehicles come into force on July 1. They are contained in the Public Service Vehicles (Equipment and Use) Regulations, 1958 (Stationery Office, 5d.), which have been re-arranged and consolidated.

The existing regulation preventing the carriage of dangerous substances unless safely packed, has been extended to ensure that equipment, such as heaters, using oil or gas fuel is safely constructed. The types of fire extinguisher to be carried have been revised, and minor alterations have been made in the general requirements regarding first-aid equipment and in the articles to be supplied.
