Which of the following most accurately describes the problem?

The Transport Manager's and Operator's Handbookadvises that an operator should set limits in its conditions of carriage on the value of goods for which it will normally accept responsibility, with goods of higher value being carried on special terms. The operator might also state circumstances under which it accepts no liability. These could include:

International operators are automatically covered by the Convention on the Contract for the International Carriage of Goods by Road, commonly known as the CMR convention.
