Which of the following most accurately describes the problem?

A FORMER HAULIER facing charges of falsifying tachograph records has skipped hail fora second time and gone on the run.

Arthur McCann of Widnes was arrested and kept in a cell overnight in March after fleeing to Ireland in November 2004 instead of answering hail to face charges involving the false records.

He faces 24 alleged offences of making false tachograph records and four of permitting a driver to exceed four and a half hours' driving without the required break. In April he pleaded guilty to failing to surrender to bail and was fined £100 (CA/ 13 April a n(14 May). In May, Chester magistrates adjourned McCann's case until June for proceedings to commit him to the Crown Court. McCann was given bail on condition he report to Widnes police station every Wednesday, and then to Runcorn police station on the day of the hearing. However. McCann failed to appear and his solicitor told the court he had not received any further instructions from him.

Prosecuting for Vosa, David James said he was concerned about the history of the case, McCann was on his third change of address over a short period and this was not the first time he had failed to answer to bail. The magistrates issued a warrant for McCann's arrest.
