Which of the following most accurately describes the problem?

Your corn ment piece headed There aren't any easy answers' (CM 22 June) invited comments on the case for financial incentives to encourage the early take-up of Euro-5 vehicles —something that the RI-IA and ETA called for in our joint Budget submission produced earlier this year.

The Haulage Industry Task Group was established by the government following the Burns Inquiry. Its remit is to investigate in more depth the pressures identified by the inquiry (principally unfair competition from foreign-registered hauliers and enforcement), and subsequently to look at the various policy options that have been suggested as possible solutions.

The work of the group continues apace and a number of important issues are still being discussed.

But, welcome as they might be, financial incentives to encourage Euro-5 vehicles are not a part of this work and nor should they be — the task group has bigger issues to deal with. The RHA and ETA look forward to taking part in discussions with the government on this as proposals are considered in the coming months.

In the meantime, we will continue to focus our efforts on persuading the government of the merits of the Burns Inquiry findings and the need for action to tackle those problems.
