Which of the following most accurately describes the problem?

A MAN with a commercial and military transport operations background has been appointed secretary of the Institute of Road Transport Engineers. David Ivison takes over front Tony Fletcher, who leaves the IRTE after nearly 22 years as its secretary to start a computerised welfare service.

Mr Ivison joins the IRTE from Tate and Lyle Distribution Services, where he man aged the company's Brighouse depot for 18 months. Before that he spent nearly 30 years with the Army Staff College and was responsible for controlling vehicle workshops.

Initially, Mr Ivison will be emphasising the institute's educational and training role. In this he will be supported by a new assistant secretary for education and training, Peter Birch.
