Which of the following most accurately describes the problem?

THE Minister of Transport's plan for changes in the driving licence regulation should be known soon. Lord Chesham, Joint Parliamentary Secretary to the Ministry, said in the Lords last week that the Minister hoped to circulate his proposals for comment "by interested parties" within the next month.

The review, he said, was comprehensive, and the Minister was proposing improvements in the present grouping system. Ministry considerations had taken longer than had been expected—the matter had proved to be a good deal more complicated than they had thought.

It was desirable to get the thing right, and not do it in dribs and drabs, which would probably cause confusion, he added.
