Which of the following most accurately describes the problem?

initially opposed an application by Lep Transport, Ltd., at Liverpool last week. The cornpany sought a new articulated outfit on A licence to carry general goods throughout Britain, as required. Mr. J. Edward Tones, for the applicants, said that they were concerned with traffic going to or from the docks for import or export, and the new unit would be used principally in Lancashire, Yorkshire, Cheshire and the Midlands. They had substantial fleets based in the Yorkshire, Scottish and Metropolitan traffic areas, and felt it necessary that one should be in use at Liverpool.

The new unit would be used for smalls traffic, and it was hoped that some of the delays which they now faced would be eliminated_ Mr. K. A. Lamb, transport manager, said that they could not afford to transfer any vehicles from other traffic areas to Liverpool, because they were all overutilized. Although hiring took place, the work of the new unit could be termed as " local " with just occasional long-distance journeys. The North Western Deputy Licensing Authority, Mr. A. H. Jolliffe, interposed that if this was the case, why could the normal user not be limited?

After consideration, Mr. Edward Jones asked that the user should read: "mainly import and export goods, locally." and this satisfied all the parties. Mr. Jolliffe granted the new vehicle with these conditions.
