Which of the following most accurately describes the problem?

11-1E IRISH ROAD Haulage kssociation has hit out at draft )1ans for al.5 toll for trucks using he Shannon Tunnel; part of the noposed Limerick bypass scheduled to open in 2009.

The National Road Authority's .harging proposals will be considTed by a hearing next month. But IRHA president Eamonn Morrissey says the cost of the toll and the time taken to pay it will cancel out any time gained by using the new route: "We are against any sort of road tolling in Ireland and our policy will remain this way until we are able to see any benefits from such charges.

"Tolls on the road cause delays. which have been evident on the M50 where operators have no alternative route. We would strongly urge the government to rethink its position on this vital piece of infrastructure."

Construction on the 900m tunnel linking national routes between Limerick. Dublin. Cork and Kerry is expected to begin next year. Over 27,000 vehicles, including nearly 2,000 trucks a day, are expected to use the route.
