Which of the following most accurately describes the problem?

• In Scotland smoking will be banned in public places and workplaces by 2006 under a bill entitled Smoking, Health and Social Care. Employers will have to ensure that no-one smokes on their premises, including themselves, their employees or any visitors. If they do not enforce a ban they will face f ines of up to £2,500. Employers must put up notices in the workplace stating that no smoking is allowed. The Scottish Executive has yet to decide if a truck cab should be designated a workplace under this legislation.

In England and Wales there are also plans to ban smoking in the workplace by 2008. The civil service is drafting the necessary legislation. Some workplaces will be exempt but, as with Scotland, it is not clear if the exemptions will include truck cabs.
