Which of the following most accurately describes the problem?

• Two groups of up to 90 hauliers and ownerdrivers around the country are considering teaming up to help force rates up from customers and cut Government-imposed costs.

The 42-member strong Portsmouth harbourbased Port 8i Traction Association, formed last weekend, says it is in discussion with a group of 40-50 hauliers, mainly in central Scotland, who met earlier this week.

A spokesman for the Scottish group, Glenrothes, Fife-based haulier Tom Hamilton, says the idea behind linking groups of operators is to strengthen their hand in negotiations with customers and the Government (CM 23 December 1993-5 January 1994).

"Our immediate aim this week is to get as many business cards together as possible and focus our views and aims. A member of the Port & Traction Association is coming up—anyone will be free to join that group—so it will be nationwide. I don't see any point in forming another separate association".

Hamilton is critical of existing trade bodies, but one ownerdriver who sits on the Port & Traction Association committee and is also an RIIA member, says he sees the PTA complementing the RHA's role.
