WE have been endeavouring for some time to find a method by which drivers and other workers in the road-transport industry could be put into touch with potential employers, but investigation has shown that this is not legally possible.
The Undertakings (Restriction on Engagement) Order, 1940, has been replaced by another issued in 1941, which took effect as from January 12, 1942, hilt the provisions are largely unchanged. There is, consequently, objection to inclusion in our editorial columns of information regarding vacancies, because the Authorities are anxious that all engagements chall be made through the employment exchanges. This is part of the control over labour which is considered to be necessary to ensure that the best possible use is made of the available man power and woman power.
All workers in the various industries with which we are concerned are, therefore, strongly recommended to obtain their employment through the local offices of the Ministry of Labour and National Service.
Actually, there is no legal objection to a driver or any other worker advertising the fact that he requires a situation, but the value of this to him is negatived, because any employer who replies to such an advertisement would haVe to take great care to avoid infringing the Order, by " seeking to engage," and he would offend against the Defence Regulations if he engaged the worker other than by notifying a, vacancy to an employment exchange and receiving a submission of that worker from it.
We understand that shortly the Ministry of Labour will issue art explanatory leaflet dealing with these restrictions on the engagement of workers, and when it is received further details will be given in our columns.
