Which of the following most accurately describes the problem?

T"Rural District Councils Associatiou has made the following suggestions on the licensing of buses to the Departmental Committee :—

PARES.—The fare to be charged should not be fixed by the local authority, bat those flum time to time charged by omnibus proprietors should be subject to an appeal to the Ministry of Transport.

RorrEs.—The local authority should be empowered to prescribe routes for motor omnibuses. It should be assumed that Class A roads are fit for motorbus traffic. In the case of other roads, the local authority should obtain the consent of the road authority before prescribing as a route for a motor omnibus any road repairable by another authority.

SERVICES —Every applicant for a motor omnilons licence should submit a timetable for the approval of the local authority.

STANDS.—The local authority should have the power to prescribe the stands B34 and termini and the number of buses to be allowed to stand at any prescribed place. CoNntroT Or PASSENGERS.—County Councils should be empowered to make by-laws regulating the conduct of passengers in motorbuses. DRIVERS AND CONDUCTORS.—In order to avoid the necessity for -obtaining numerous licences from local authorities, the drivers and conductors of motorbuses should be licensed by the police authority for each area in which the vehicle plies for hire.

LicuNsum AuxnuntrY.--The licensing authority should be the local sanitary authority, and there should be an appeal .at present to the Ministry against any refusal to grant a licence or as to the conditions sought to be attached thereto.

STATUTORY PROVISIONS IN RURAL DISTRICTS.—The general provisions applicable to lccensing should be operative in all rural districts without the necessity for obtaining special urban powers in each case. This should be accomplished either by the proposed new Bill or by a general order of the Ministry of Health under Section 25 of the Local Government Act, 1892
