Which of the following most accurately describes the problem?

ONE OF the finest illustrations of the remarkable increase in the use of commercial motors in America in recent years is to be found at the Los Angeles -Union Terminal, a great wholesale market, where hundreds cif vehicles are accommodated without congestion. This building and the ground which it encloses supplanted a motley and contused assembly of unattractiire stalls. The general view depicted in the accompanying illustration shows but one as two market areas. There is sufficient kerb space at this terminal to accommodate more than 1,200 vans placed side by side.

The terminal consists of two large market-places enclosed by a concrete two-storey building built around four sides of each area The first floor ef the building is divided into permanent stores and booths, while the second storey is occupied with offices, hotel, oaf e, _etc. A high kerb ext-ends around the entire area far enough from the building to leave space for a wide sidewalk. In addition, there are two low walls extending lengthwise of the open areas, dividing each into three equal sections.

All of this kerbing is marked off into stalls, or, rather, the equivalent of stalls, where owners of produce or

buyers, of the same can park their motorvans. Large 'arched entrances provide convenient access to the market. The entire area is paved and is kept neat and clean by attendants hired by the company owning the property and leaslug it at reasonable rates to the various tenants: .

In this market-place retailers can bring their vans and make purchases from the wholesalers, who either rent permanent stores or take possession Of parking space temporarily. It is impossible to estimate the saving to vehicle owners which results from this coniprehensive arrangement.
