North Western Traffic Commissioner Beverley Bell has expressed concern at continuing reports of hours and safety offences by Irish operators. "It grieves me and it grieves me greatly that there is no Irish Traffic Commissioner," she said.

Bell's was commenting on a claim by owner-driver Arthur McCann, trading as McCann Transport, of Runcorn, that he had falsified his tacho charts in a bid to handle the work he was expected to do by an Irish haulier.

Traffic examiner Geoffrey Whitley said McCann had admitted falsifying a tachograph record, Whitley added that it appeared a Brian Mills had driven the vehicle on a number of occasions when uninsured— McCann said he had been driving and had falsified the charts.

In reply to the TC, Whitley said the apparent motive waste hide the fact that McCann had exceeding permitted spreadover and had taken insufficient daily rest.

Vehicle examiner David Collings said an examination of the vehicle showed that the speed limiter had been incorrectly set. It was not suggested that McCann had interfered with the speed limiter but the tachograph charts showed that McCann had benefited from the fact that the vehicle could go faster than it should.

In the short time he had held a licence two immediate and three delayed prohibitions and a variation had been issued to vehicles and trailers he was operating.

McCann said he had had no problems for the first eight months of his operation but he then lost a contract and started hauling trailers for an Irish company, He alleged that this client expected 24/7 cover and had owed him as much as £10,000 a one stage so he felt they ha had him over a barrel.

However, he was now pub trailers for Gwynedd Sh'ippin and had no problem over hOurI He was being paid on time an told the TC that if he wa allowed to keep his licence h could "turn the corner'.
