JUNIOR TRANSPORT Minister Kenneth Clarke has called for international coach services to be deregulated along similar lines to the way in which the Transport Act has removed the need for express service licensing in Britain.

Speaking at a council meeting of the European Conference of Transport Ministers in Paris, Mr Clarke described the "encouraging response from operators" in Britain to the Transport Act. He said that both old and new operators, and most of all the public, had benefited from the "fast and competitively priced services that have been introduced".

He said that the present system in Europe of a restricted pool of operators having a monopoly on a route had come in for criticism from passengers wvho are denied a choice, and dther potential operators who 3 re denied the chance to show they can run a much more affective and efficient service.

He stressed that he was not advocating any reduction in safety and quality and emphasised the need for vigilance from both operators and governments to ensure that international rules governing coach safety are observed.

Mr Clarke went on to say that problems which have arisen with the present system of route franchise suggest that a re-think of the system would be no bad thing. He said that passengers would gain from the provision of more international services by a greater number of reputable operators.
