Which of the following most accurately describes the problem?

ANY DECISION on London Transport's 1981 budget is likely to be deferred until the Greater London Council knows the Government's decision on its 1981/82 transport policies and programme (TPP).

The GLC Policy and Resources Committee and the Planning and Communications Policy Committee is expected to approve the budget subject to the Government TPP decision. Other promises are that total LT revenue expenditure (excluding depreciation and reserves) is limited at £612m, revenue support from the Council is restricted to £82million, and that rescheduling and redeployment is carried out to improve reliability and achieve a better ratio between supply and demand.

The GLC is also expected to confirm LT's target of 168m bus miles and that it will require 12 weekly reports on operational and financial performance.

London Transport has also told the GLC that by introducing annual tests from January 1, 1982, the 1980 Transport Act will have a major impact on its overhaul and maintenance policy giving rise to additional costs during 1981.
