Which of the following most accurately describes the problem?

• Mr. Wm. Taylor, works manager of Barnes and Bill Ltd., iron and steel merchants of Coatbridge, Lanarkshire, appeared before the Scottish Licensing Authority in Glasgow on Monday and was told that the company's licence would be curtailed by one vehicle. Mr. Taylor was called under section 178, and he told the LA that since his appointment in August he had introduced a new system which called for detailed reports from drivers. The LA said that he had found that this method was not satisfactory.

Mr. Arthur Law, a consulting engineer for G. McCausland and Co. (Engineering) Glasgow, told the LA that the offences which had caused their appearance were not the result of negligence. He blamed a change of drivers.

The LA suspended one vehicle for one week. At the same hearing Alexander Cunningham, of Dunoon, and Wm. Thomson, of Cambuslang appeared in respect of section 178 offences but the LA took no action.
