Which of the following most accurately describes the problem?

• There was concern about the nature of the business the applicant had been doing and. in the fact that he sought to base the vehicles some 24 miles away from their old depot and existing customers.

This was voiced by Mr. J. S. Lawton for BRS, objecting to an application by a new entrant into haulage, Mr. V. 0. Burgess of Accrington. He was applying in Manchester on Tuesday for a new two-vehicle A licence subject to the surrender of two vehicles from the A licence of Skelton Transport Ltd., Timperley, Cheshire.

Replying to Mr.. Lawton, Mr. Burgess said he had an artic on C licence and had carried for a haulier under a C hiring margin. He agreed he had approached BRS in August 1967 to be plaed on their list of approved sub-contractors but he had not pursued this since he learned that this was not permitted.

The vehicles would be operated from Accrington as he had maintenance facilities there, but they would continue carrying from existing customers and he hoped to build up the business.

The LA said it was not a satisfactory case but there was just sufficient evidence for a grant.
