Which of the following most accurately describes the problem?

although the ownership of the vehicles that run on them is of political concern. This distinction was made by Mr. Alfred Barnes, Minister of Transport, at a luncheon after the opening of the British Road Federation's Road Exhibition at the Tea Centre, Lower Regent Street, London, S.W.I, last week.

Referring to the Ministry of .Transport's 10-year plan, Mr. Barnes said that the provision of uniform non-skid road surfaces was a primary consideraton. He added that the Government did not intend to repeat the mistakes of the past, but was to build roads that would be capable of carrying the traffic of the future.

Mr. Barnes pointed out that the ferry system was much behind the times and that a bridge was the best method of crossing a waterway.

Suggestions made by the Mayor of Westminster were that drivers in London should have special licences, that a 15minute parking limit should be imposed . in London streets, and that one-way traffic should be inaugurated in all London squares.
